1 ??總 則
1 General
1.1 本招標(biāo)文件適用于伊拉克魯邁拉730MW聯(lián)合循環(huán)機(jī)組工程控制電纜,它提出了該設(shè)備的功能設(shè)計(jì)、結(jié)構(gòu)、性能、安裝和試驗(yàn)等方面的技術(shù)要求。
The Bidding Documents are applicable to the Control & Instrumentation?Cable of the AL-Rumailah Combined Cycle 730 MW Power Plant Project and they specify the technical requirements for the functional design, structure, performance, installation and test of the equipment.
1.2本技術(shù)規(guī)范書提出了最低限度的技術(shù)要求,并未規(guī)定所有的技術(shù)要求和適用的標(biāo)準(zhǔn),投標(biāo)方應(yīng)提供一套滿足本技術(shù)規(guī)范書所列標(biāo)準(zhǔn)要求的高質(zhì)量產(chǎn)品及其相應(yīng)服務(wù)。對高廠變及其配套設(shè)備安裝地點(diǎn)所在國家有關(guān)安全、環(huán)保等強(qiáng)制性標(biāo)準(zhǔn),必須滿足其要求。
The Technical Specification specifies only the minimum technical requirements, not all technical requirements and applicable standards. So, the Bidder shall provide one set of high-quality products and corresponding services as required by the standards listed in the Technical Specification. The requirements of the mandatory safety and environmental protection standards of the country where the UAT and the support equipment thereof are installed must be met.
1.3 招標(biāo)方在本招標(biāo)文件中提出了最低限度的技術(shù)要求,并未規(guī)定所有的技術(shù)要求和適用的標(biāo)準(zhǔn),投標(biāo)方應(yīng)提供滿足本招標(biāo)文件和所列標(biāo)準(zhǔn)要求的高質(zhì)量產(chǎn)品及其相應(yīng)服務(wù)。
The Tenderer specifies the minimum technical requirements in the Technical Specification instead of all technical requirements and applicable standards. The Bidder shall provide one set of high-quality products and corresponding services as required by the Bidding Documents and the standards listed.
如果投標(biāo)方?jīng)]有以書面對本招標(biāo)書的條文提出異議,那么招標(biāo)方可以認(rèn)為投標(biāo)方提供的產(chǎn)品應(yīng)完全符合本招標(biāo)書的要求。如有異議,不管是多么微小,都應(yīng)在差異表中提出。
If the Bidder has no objection to the provisions of the Bidding Documents in written form, the Tenderer may consider that the products from the Bidder should completely comply with the requirements of the Bidding Documents. In case of any objection, no matter how small it is, it shall be presented in the list of deviations.
1.4 從簽訂合同之后至投標(biāo)方開始制造之日的這段時(shí)期內(nèi),招標(biāo)方有權(quán)提出因規(guī)程、規(guī)范和標(biāo)準(zhǔn)發(fā)生變化而產(chǎn)生的一些補(bǔ)充修改要求,投標(biāo)方應(yīng)遵守這些要求,并不發(fā)生合同價(jià)格的變更。
During the period from the signing of the contract to the commencement of manufacturing by the Bidder, the Tenderer has the right to present some supplement and amendment requirements due to the changes of procedures, specifications and standards, and the Bidder shall observe such requirements without changing the contract price.
1.5 本技術(shù)規(guī)范書所引用的標(biāo)準(zhǔn)若與投標(biāo)方所執(zhí)行的標(biāo)準(zhǔn)發(fā)生矛盾時(shí),按較高的標(biāo)準(zhǔn)執(zhí)行。
In case of contradictions between the reference standards of the Technical Specification and the executive standards of the Bidder, the higher standards shall prevail.
1.6 投標(biāo)方對成套系統(tǒng)設(shè)備(含輔助系統(tǒng)與設(shè)備)負(fù)有全責(zé),即包括分包(或采購)的產(chǎn)品。分包(或采購)的產(chǎn)品制造商應(yīng)事先征得招標(biāo)方的認(rèn)可,未經(jīng)過招標(biāo)方確認(rèn)的分包商不得提供本工程的任何設(shè)備。對于投標(biāo)方配套的控制裝置、儀表設(shè)備,投標(biāo)方提供其供貨范圍內(nèi)設(shè)備與第三方設(shè)備的(如DCS控制系統(tǒng))的接口,提供相關(guān)硬件和圖紙文件配合,直至接口安裝調(diào)試完畢。
The Bidder shall take full responsibility for the complete set of systems and equipment (including auxiliary systems and equipment), including subcontracted (or purchased) products. The manufacturers of the subcontracted (or purchased) products shall be accepted by the Tenderer in advance. The subcontractors not confirmed by the Tenderer shall not provide equipment for the Project. For the support control devices and instruments provided by the Bidder, the Bidder shall provide the interfaces between the equipment within the scope of supply and the third-party equipment (such as DCS control system) and provide associated hardware and coordination drawings until the interface installation and commissioning is over.
1.7 投標(biāo)方投標(biāo)文件經(jīng)技術(shù)澄清雙方達(dá)成一致的內(nèi)容與本技術(shù)規(guī)范書具有同等約束力,并作為訂貨合同的一部分具有同等法律效力。在協(xié)議簽訂后,各方按時(shí)交換資料,滿足接口要求,滿足各方設(shè)計(jì)和制造進(jìn)度的要求。壓力容器出廠時(shí)提供投標(biāo)方當(dāng)?shù)丶夹g(shù)監(jiān)督部門合格證。
The contents of the bid documents of the Bidder that are agreed by both parties through technical clarification shall have the same binding effect as the Technical Specification, and as a part of the order contract, they have the same legal effect as the order contract. After signing the agreement, each party shall exchange materials on time to meet the interface requirements and each party’s requirements for design and manufacturing progress. Pressure vessels shall be delivered with the certificate of conformity issued by the technical supervision department of the place where the Bidder is located.
1.8 本工程采用標(biāo)識編碼采用電廠標(biāo)識系統(tǒng)編碼標(biāo)準(zhǔn)。投標(biāo)方提供的技術(shù)資料(包括圖紙)和設(shè)備標(biāo)識應(yīng)有標(biāo)識編碼,具體標(biāo)識要求由設(shè)計(jì)院提出,在設(shè)計(jì)聯(lián)絡(luò)會(huì)上討論確定。
The power plant identification system coding standard is adopted for the identification coding for the Project. There shall be identification codes on the technical materials (including drawings) and equipment identification provided by the Bidder. The project specific identification (KKS coding system) requirements shall be presented by Shandong Electric Power Engineering Consulting Institute Corp., Ltd. (SDEPCI) and shall be determined through discussion at the design liaison meeting.
本工程所有系統(tǒng)圖中,圖例符號需按照設(shè)計(jì)院提出的要求執(zhí)行,具體標(biāo)識要求由設(shè)計(jì)院提出,在設(shè)計(jì)聯(lián)絡(luò)會(huì)上討論確定。
The legend symbols in all the system drawings of the Project shall meet the requirements of SDEPCI. The specific identification requirements shall be presented by SDEPCI and shall be determined through discussion at the design liaison meeting.
1.9 所有進(jìn)口產(chǎn)品必須為原產(chǎn)地產(chǎn)品,并提供原產(chǎn)地證明、進(jìn)出口報(bào)關(guān)單、當(dāng)?shù)厣虝?huì)證明。
All the imported products must be those from the place of origin and provided with certificate of origin, import & export customs declaration and certificate issued by local chamber of commerce.
設(shè)備采用的專利涉及到的全部費(fèi)用均已包含在設(shè)備報(bào)價(jià)中,投標(biāo)方保證招標(biāo)方不承擔(dān)有關(guān)設(shè)備專利的一切責(zé)任。
All expenses involved in the equipment patents have been included in the equipment offer. Therefore, the Bidder shall ensure that the Tenderer is exempted from any responsibility for equipment patent rights.
1.10 投標(biāo)方的基本報(bào)價(jià)中應(yīng)包含現(xiàn)場安裝、調(diào)試、試運(yùn)期間所需的易損壞部件及一年質(zhì)保期運(yùn)行備件并提供清單,同時(shí)投標(biāo)方應(yīng)提供3年運(yùn)行備件(清單)作為選項(xiàng)報(bào)價(jià)。
The basic offer by the Bidder shall include the wearing parts required during field installation, commissioning and trial run and the spare operational parts required for one year warranty. Such parts shall be provided with the list, and the Bidder shall provide the spare parts (list) required for three years of operation as the optional offer.
1.11 設(shè)備色標(biāo)由招標(biāo)方統(tǒng)一要求。
The equipment color codes shall be subject to the requirements of the Tenderer.
1.12 投標(biāo)方提供的資料數(shù)據(jù)單位全部采用國際單位制。
All the data of the materials provided by the Bidder shall be measured in SI unit.
1.13 本工程供電電壓等級6.6kVAC,400VAC,230VAC,220VDC,110VDC。頻率范圍為47.5~52HZ。
The supply voltage levels of the Project are 6.6kVAC, 400VAC, 230VAC, 220VDC and 110VDC, and the range of frequency is 47.5~52HZ.
2 工程概況和場地條件

Project overview
伊拉克魯邁拉電廠位于伊拉克巴士拉省南部,巴士拉市以西約50km,距SHAT AL BASRA 河約25km,坐標(biāo)(UTM)為( 30° 32′ 45.86″, 47° 24′54.42″)。電廠由韓國現(xiàn)代EPC建設(shè),由伊拉克電力部(MOE)運(yùn)營管理。電廠現(xiàn)有5臺(tái)西門子制造的單循環(huán)燃機(jī)發(fā)電機(jī)組(Gas Turbine SGT5-PAC 4000F&Gas Generator SGen5-1000A),單機(jī)出力為293MW,本工程將現(xiàn)有單循環(huán)燃機(jī)系統(tǒng)改建成聯(lián)合循環(huán)系統(tǒng),其中1套為2臺(tái)燃機(jī)(現(xiàn)有)+2臺(tái)余熱鍋爐(新建)+1臺(tái)汽輪發(fā)電機(jī)組(新建),出力約為288.15MW,另外1套為3臺(tái)燃機(jī)(現(xiàn)有)+3臺(tái)余熱鍋爐(新建)+1臺(tái)汽輪發(fā)電機(jī)組(新建),出力約為420.75MW。
The AL-Rumailah Power Plant (hereinafter referred to as the Plant) is situated south of Basra, Iraq. It is about 50 km west of Basra City and about 25 km away from the SHAT AL BASRA River. The coordinate (UTM) of the Plant is (30° 32′ 45.86″, 47° 24′54.42″). The Plant is constructed by Hyundai in the EPC mode and is operated and managed by the Ministry of Electricity of Iraq (MOE). Currently, the Plant has five single cycle gas turbine generator units manufactured by Siemens (Gas Turbine SGT5-PAC 4000F&Gas Generator SGen5-1000A), each with an output of 293 MW. In the Project, the existing single cycle gas turbine system will be reconstructed into combined cycle systems: one set includes two gas turbines (existing) + two residual heat boilers (new) + one turbine generator unit (new) with an output of about 288.15 MW, and the other set includes three gas turbines (existing) + three residual heat boilers (new) + one turbine generator unit (new) with an output of about 420.75 MW.
電廠廠地為沖擊平原已初步平整。場地基本地震烈度為8度(0.2g),按照9度設(shè)防。土壤承載力特征值約為300kPa,探明地下含水層在7~8米,地下水和土壤有腐蝕性。
The Plant site is a flood plain which has been preliminarily leveled. The basic seismic intensity of the site is Degree 8 (0.2g), seismic?fortification?as Degree 9.The characteristic value of bearing capacity of soil is 300 kPa, and the proven underground aquifer is at 7~8 meters. The underground water and the soil are corrosive.

3.1合同設(shè)備包括投標(biāo)方及其下級供貨商的所有附件和設(shè)備,全部設(shè)備應(yīng)符合相應(yīng)的標(biāo)準(zhǔn)規(guī)范或法規(guī)的最新版本或其修正本的要求, 除非另有特別說明,將包括在投標(biāo)期內(nèi)有效的任何修正和補(bǔ)充。
The contract equipment shall include all the accessories and equipment of the Bidder and the sub-suppliers and shall comply with the requirements of the latest edition or revision of relevant standards, specifications or regulations. Unless otherwise specified, latest edition or revision shall incorporate any valid correction and supplement within the bidding period.
3.2除非合同另有規(guī)定,均須遵守最新的中國國家標(biāo)準(zhǔn)(GB)和國際電工委員會(huì)(IEC)標(biāo)準(zhǔn)以及國際單位制(SI)標(biāo)準(zhǔn)。如采用合資或合作產(chǎn)品,還應(yīng)遵守伊拉克國家標(biāo)準(zhǔn),當(dāng)上述標(biāo)準(zhǔn)不一致時(shí)按高標(biāo)準(zhǔn)執(zhí)行。
Unless otherwise specified in the contract, the latest Chinese national standards (GB), International Electrotechnical Commission (IEC) standards, and International System of Units (SI) standards shall be observed. If joint products or collaborative products are adopted, the Iraqi national standards shall also be observed. In case of contradictions among such standards, the higher one(s) shall prevail.

For the China Standards mentioned above, bidder shall provide the corresponding English version after signing the technical speicification.
3.4 當(dāng)標(biāo)準(zhǔn)、規(guī)范之間出現(xiàn)矛盾時(shí),投標(biāo)方應(yīng)將矛盾情況提交用戶,以便在開始生產(chǎn)前制定解決方案。
The Bidder shall submit the contradictions among the standards and specifications (if any) to the user so that a solution can be made before the commencement of manufacturing.
4技術(shù)條件
Technical Specifications
4.1電纜(控制電纜、計(jì)算機(jī)電纜及熱電偶補(bǔ)償電纜)
Cable (control cable, Instrument cable and thermocouple compensating cable)
阻燃控制電纜、阻燃控制屏蔽電纜、阻燃計(jì)算機(jī)電纜、阻燃計(jì)算機(jī)屏蔽電纜的性能應(yīng)符合GB12666.5標(biāo)準(zhǔn)(C類阻燃性能)要求。成品電纜芯線間,芯線與屏蔽間應(yīng)經(jīng)受交流50HZ,電壓3kV,5min交流耐壓試驗(yàn),并應(yīng)通過IEC60332-3《電線電纜成束燃燒試驗(yàn)》的要求。電纜不應(yīng)有抽芯和接頭現(xiàn)象發(fā)生,電纜導(dǎo)體材質(zhì)的電阻率、絕緣電阻、絕緣厚度以及屏蔽等各項(xiàng)性能應(yīng)符合最新的國家標(biāo)準(zhǔn)。
The performance of flame retardant control cables, flame retardant control shielded cables, flame retardant instrument cables and flame retardant instrument shielded cables should meet the requirements of GB12666.5 (Class C flame retardant performance). The core and shield of finished cables shall undergo AC withstand voltage tests of 50HZ, 3kV and 5min, and shall pass the requirements of IEC60332-3 " Combustion test for mounted bunched wired or cables ". Cables should not have core pulling and joint. The resistivity, insulation resistance, insulation thickness and shielding properties of cable conductors should meet the latest national standards.
4.1.1運(yùn)行溫度及安裝要求
Operating Temperature and Installation Requirements
電纜最高工作環(huán)境溫度:+105℃(耐高溫電纜+260℃),最低環(huán)境溫度:-40℃。導(dǎo)體的最高持續(xù)運(yùn)行溫度為90℃。投標(biāo)方提供的電纜應(yīng)滿足以上電纜運(yùn)行溫度,否則應(yīng)無條件退換貨。
The highest working environment temperature of the cable is +105℃?(+260℃?for High Temperature Resistant Cable) and the lowest working environment temperature is -40℃. The maximum continuous operating temperature of the conductor is 90℃. The cable provided by the bidder shall meet the above requirements of operating temperature otherwise the calbes shall be returned and exchanged unconditionally.
投標(biāo)方提供的電纜應(yīng)能適用于戶內(nèi)和戶外安裝:空氣中明敷,電纜托架內(nèi),導(dǎo)管內(nèi),地下混凝土鋼管或塑料管排管內(nèi),地下溝道和直埋。尤其在電纜橋架、豎井和電纜溝中敷設(shè)時(shí)應(yīng)能經(jīng)受住標(biāo)準(zhǔn)規(guī)定的彎曲半徑下,敷設(shè)時(shí)作用于電纜的拉力和側(cè)壓力。
The cable provided by the bidder shall be suitable for indoor and outdoor installation: open laying in air, cable tray, conduit, underground concrete steel pipe or plastic pipe row, underground cable trench and direct burial. Especially when laying in cable tray, shaft and cable trench, it should be able to withstand the tension and lateral pressure acting on the cable when laying under the standard bending radius.
4.1.2電纜結(jié)構(gòu)

所有控制電纜、計(jì)算機(jī)電纜、補(bǔ)償電纜和電源電纜線芯材質(zhì)均為銅導(dǎo)體,計(jì)算機(jī)電纜線芯采用7股銅導(dǎo)體絞合結(jié)構(gòu)(滿足GB/T 3956-2008或IEC 60228:2004要求),其余電纜采用單股銅芯結(jié)構(gòu),所有電纜均為C級阻燃,投標(biāo)方提供的有電纜的阻燃特性至少應(yīng)符合IEC60332-3C類電纜要求。耐火電纜要求為A級,即耐火試驗(yàn)供火溫度為950~1000℃,作用時(shí)間1.5h。電纜屏蔽層選用銅絲編織(銅絲編織密度不小于80%),計(jì)算機(jī)電纜采用分屏加總屏,控制電纜采用總屏。每根電纜的每一芯導(dǎo)線中間沒有接頭,所有電纜具有較好的電氣性能,機(jī)械物理性能以及不延燃性,所有性能及線徑誤差滿足有關(guān)國家規(guī)范和標(biāo)準(zhǔn)。
All I&C control cables, instrument cables, compensating cables and power cable cores are made of copper,the cable cores of instrument cables?are 7-strands twisted copper conductor and the cable cores of?other cables are single-strand copper cores,?all calbes are class C flame retardants. The flame retardant properties of cables provided by bidders shall at least meet the requirements of IEC60332-3C cables. The requirement of fire-resistant cable is grade A, that is, the temperature of fire supply in refractory test is 950 ~ 1000℃, and the working time is 1.5h. The shielding layer of the cable is braided with copper wire (the braided density of copper wire is not less than 80%). The cable shielding layer of instrument cable adopts the structure of total shielding layer and branched shielding layers, and the control cable adopts total shielding layer. There is no joint in the middle of each core conductor of each cable. All cables have good electrical properties, mechanical and physical properties and non-flammability. All performance and line diameter errors of cables should meet relevant ?national standards.
4.1.3電纜導(dǎo)體(纜芯)

所有導(dǎo)體除熱電偶補(bǔ)償導(dǎo)線外應(yīng)按照IEC 60228規(guī)定。熱電偶補(bǔ)償線導(dǎo)線為實(shí)心,導(dǎo)體材料按ANSI MC96.1。 投標(biāo)方應(yīng)提供導(dǎo)體護(hù)層等措施以保證導(dǎo)體能干凈地剝離絕緣層或?qū)w屏蔽層。
All conductors except thermocouple compensating conductors shall comply with IEC 60228. The conductor of thermocouple compensating calbe is solid, and the conductor material shall comply with ANSI MC96.1. Measures such as conductor shield should be provided to ensure that conductors can peel off the insulating layer or conductor shielding layer cleanly.
4.1.4絕緣和襯墊(內(nèi)部覆蓋和填充)
Insulation and gaskets (internal coverage and filling)
阻燃電纜的絕緣應(yīng)為高質(zhì)量、不延燃。多芯電纜應(yīng)有襯墊,襯墊采用耐高溫材料。
Insulation of flame-retardant cable should be high-quality, non-flame spread.Multi-core cables should have gaskets that adopt high temperature resistant materials.

無鎧裝電纜允許彎曲半徑不小于電纜外徑的6倍, 鎧裝電纜允許彎曲半徑不小于電纜外徑的12倍。AC rated voltage: Uo/U 450/750V, intact withstand voltage test 3000V for 5 minutes;
Working temperature: not higher than + 105℃. (High temperature resistant cable is not higher than + 260℃);

模擬量信號的電纜為對絞分屏加總屏計(jì)算機(jī)電纜,用于熱電阻的電纜均為三芯絞分屏加總屏計(jì)算機(jī)電纜;同樣適用于單對對絞電纜。
交流額定電壓:Uo/U 300/500V,耐壓試驗(yàn)2000V,1分鐘完好。

電纜工作溫度:不高于+100℃(耐高溫電纜不高于+260℃);

4.3其它要求

4.3.1電纜外護(hù)套表面每隔1米左右應(yīng)有一個(gè)電纜生產(chǎn)廠家、型號規(guī)格、長度等標(biāo)記,長度累計(jì)數(shù)碼標(biāo)記應(yīng)每隔1米打一個(gè)數(shù)碼。標(biāo)記應(yīng)清晰、耐摩擦并具有連續(xù)性。電纜端頭應(yīng)封堵嚴(yán)密。
The surface of cable sheath should be marked by a cable manufacturer, model specifications, length and so on every 1 meter or so. The accumulated length code should be marked by a number every 1 meters. Marking should be clear, friction resistant and continuous. Cable end should be sealed tightly.
4.3.2電纜線芯應(yīng)以數(shù)字來識別,識別標(biāo)志應(yīng)清晰、耐摩擦并具有連續(xù)性,應(yīng)符合GB/T6995標(biāo)準(zhǔn)規(guī)定。控制電纜絕緣線芯采用數(shù)字1、2、3……編碼區(qū)分??刂齐娎|芯線絕緣統(tǒng)一采用黑色,編碼為白色。
Cable cores should be identified by numbers. The identification marks should be clear, friction-resistant and continuous. They should conform to GB/T6995 standard. The control cable insulated wiring core adopts coding partition by digital 1,2,3…. The insulation of control cable core is uniformly black, and the core code is white.
4.3.3電纜不圓度

4.3.4電纜盤
Cable reel
電纜盤應(yīng)采用鐵木結(jié)構(gòu),電纜盤應(yīng)能承受在運(yùn)輸、現(xiàn)場搬運(yùn)中可能遭受的外力作用。應(yīng)能在任何氣象條件下在戶外至少儲(chǔ)存5年期間可能遭受的外力作用。并且電纜盤應(yīng)能承受在安裝或處理電纜時(shí)所可能遭受的外力作用不會(huì)損傷電纜及盤體。電纜盤桶體最小直徑應(yīng)符合電纜最小彎曲半徑。每盤電纜的端頭應(yīng)采用密封頭密封。
電纜裝盤每盤必須是一根完整的電纜,配盤參照設(shè)計(jì)院最終電纜清冊,由招標(biāo)方、投標(biāo)方在聯(lián)絡(luò)會(huì)確定。避免施工過程中出現(xiàn)電纜接頭。
同一盤電纜中,不應(yīng)有不同型號的電纜混裝。
每盤電纜長度計(jì)量誤差不超過±0.5%。
電纜盤外側(cè)各項(xiàng)標(biāo)記如電纜型號、規(guī)格、每段長度等應(yīng)準(zhǔn)確清晰。
電纜包裝運(yùn)輸應(yīng)按國標(biāo)或國際要求執(zhí)行。
Cable reel shall be made of iron and wood, and cable reel shall be able to withstand the external force that may be suffered during transportation and on-site handling. It should be able to store outdoors for at least five years under any weather conditions the external forces it may suffer. And the cable reel should be able to withstand the external force that may be suffered when installing or handling the cable without damaging the cable and the reel body. The minimum diameter of the cable reel barrel body shall conform to the minimum bending radius of the cable. The end of each cable shall be sealed with a sealing head.
The cable installed on each cable reel must be a complete cable. The cable configuration refers to the final cable list supplied by the Design Institute and is determined by the tenderer and bidder at the liaison meeting. Avoid cable joints during construction.
In the same cable reel, mixing different types of cables is not allowed.
The length measurement error of each cable does not exceed ±0.5%.
The markings on the outer side of cable reel, such as cable type, specification and length of each section, should be accurate and clear.
Cable packaging and transportation shall be carried out in accordance with the requirements of the national or international standard.
4.3.5電纜的導(dǎo)體及導(dǎo)線表面均應(yīng)光潔,不得有任何缺損。電纜應(yīng)防潮(濕)、防油、防酸。鎧裝電纜的鎧裝應(yīng)為連續(xù)的密封的鍍鋅鋼帶,鎧裝的故障電流額定值應(yīng)與芯線導(dǎo)體相同。

5包裝、運(yùn)輸要求及銘牌
5Package, transport requirements and nameplate
5.1 ?投標(biāo)方交付的所有貨物應(yīng)具有符合國家進(jìn)出口商品檢驗(yàn)局和本合同技術(shù)規(guī)范書規(guī)定的適合長途海運(yùn)、多次搬運(yùn)和裝卸的堅(jiān)固包裝和包裝儲(chǔ)運(yùn)標(biāo)志。?包裝應(yīng)保證在運(yùn)輸、裝卸過程中完好無損,并有減振、防沖擊的措施。?若包裝無法防止運(yùn)輸、裝卸過程中垂直、水平加速度引起的設(shè)備損壞,投標(biāo)方要在設(shè)備的設(shè)計(jì)結(jié)構(gòu)上予以解決。?包裝應(yīng)按設(shè)備特點(diǎn),按需要分別加上防潮、防霉、防銹、防腐蝕的保護(hù)措施,以保證貨物在沒有任何損壞和腐蝕的情況下安全抵達(dá)合同設(shè)備安裝現(xiàn)場。?產(chǎn)品包裝前,投標(biāo)方應(yīng)按部套進(jìn)行檢查清理,不留異物,并保證零部件齊全。?
All the goods delivered by the Bidder shall have solid packaging suitable for long-distance sea transportation, multiple transportation and handling and packaging storage and transportation signs in accordance with China National Import& Export Commodity Inspection Bureau and the Specification. The package shall be undamaged and in good condition in transport, loading, and unloading process with vibration reduction and striking resistant measures. To the extent that the packaging cannot prevent the equipment from being damaged due to vertical and horizontal acceleration in transport, loading, and unloading process, the Bidder shall consider structure design of the equipment. Moisture, mildew and corrosion protection measures shall be taken respectively as required according to the features of equipment, to guarantee the goods can be safely transported to the installation site of contract equipment without any damage and corrosion. Prior to packaging, the Bidder shall inspect and clean the products by sets to guarantee the products are free from foreign matters and the parts are complete.
5.2 ?投標(biāo)方須遵守招標(biāo)方《包裝、防護(hù)和標(biāo)識》程序的要求。?包裝箱上應(yīng)有明顯的包裝儲(chǔ)運(yùn)圖示標(biāo)志,并應(yīng)標(biāo)明招標(biāo)方的訂貨號和發(fā)貨號。?每件包裝箱內(nèi),應(yīng)附有包括名稱、數(shù)量、圖號的詳細(xì)裝箱單、合格證(中英文)。?外購件包裝箱內(nèi)應(yīng)有產(chǎn)品出廠質(zhì)量合格證明書、技術(shù)說明各一份(中英文)。?格式應(yīng)以招標(biāo)方提供的為主。?
The Bidder shall meet the requirements in Packaging, Protection and Identification?procedure of the Tenderer. The packaging box shall have obvious packaging and transportation image marks with order No. of the Tenderer and delivery number. detailed packing list including name, quantity and drawing number as well as Chinese-English description shall be included in each package. For purchased parts, one copy of Chinese-English factory quality certificate and technical specification of product shall be included in the package. The format shall conform the requirements from the Tenderer.
5.3 ?電纜在運(yùn)輸過程中,內(nèi)部結(jié)構(gòu)相互位置不變,緊固件不松動(dòng),并要求能承受3g的運(yùn)輸水平加速度。?
During the transportation of LV power cable, mutual position of internal structures shall not change and the fastener shall not loose.?Which is able to bear 3g horizontal acceleration from transportation.
5.4 ?運(yùn)輸時(shí)低壓電力電纜的所有組件、部件及備品備件、專用工具等不丟失、不損壞、不受潮和不腐蝕。

5.6 隨產(chǎn)品提供的技術(shù)資料應(yīng)完整無缺。

5.7凡由于投標(biāo)方對貨物的包裝與標(biāo)記或其提交的文件不符合出口設(shè)備的有關(guān)規(guī)定,導(dǎo)致招標(biāo)方不能及時(shí)取得報(bào)關(guān)等出口許可而使船運(yùn)/空運(yùn)計(jì)劃延誤,應(yīng)由投標(biāo)方承擔(dān)相應(yīng)的責(zé)任。?
The Bidder shall assume the responsibilities if the goods package and marks or the documents provided by the Bidder fail to meet relevant provisions about exported equipment and this makes that the Tenderer can’t obtain export license including custom clearance and delay the shipping/air transportation plan.
5.8投標(biāo)方所提供的貨物和文件及其包裝需運(yùn)送至外國境內(nèi)的,投標(biāo)方應(yīng)保證貨物和文件及其包裝符合當(dāng)?shù)睾jP(guān)、進(jìn)口檢驗(yàn)檢疫的相關(guān)要求。
If the Bidder shall transport the goods, documents and packages outside China, the Bidder shall guarantee that goods, documents and packages conform to relevant requirements from local customs and import inspection and quarantine.
5.9 設(shè)備標(biāo)志
